职业教育提质(zhi)培优行(xing)动计划(2020—2023年)

 

  为(wei)贯彻(che)落实《国家职(zhi)(zhi)(zhi)业教(jiao)(jiao)(jiao)育改革实施方案》,办好公平有质(zhi)量、类型(xing)特色突出的职(zhi)(zhi)(zhi)业教(jiao)(jiao)(jiao)育,提(ti)质(zhi)培(pei)优、增(zeng)值(zhi)赋能、以质(zhi)图强(qiang),加快推进职(zhi)(zhi)(zhi)业教(jiao)(jiao)(jiao)育现代化,更好地支撑我(wo)国经济社会持续健康发展,特制定职(zhi)(zhi)(zhi)业教(jiao)(jiao)(jiao)育提(ti)质(zhi)培(pei)优行(xing)动(dong)计划(2020—2023年)(以下简称“行(xing)动(dong)计划”)。

 

  一、总体要求

 

  (一)指导(dao)思想

 

  以习近(jin)平新时(shi)(shi)代中(zhong)国特色社会主义思想为(wei)指导(dao),贯(guan)彻党的十九大和十九届二(er)中(zhong)、三中(zhong)、四中(zhong)全会精神,牢固树(shu)立新发展理念(nian),落(luo)实高(gao)(gao)度重视、加快发展的工作方针,坚持服务高(gao)(gao)质量发展、促(cu)进(jin)高(gao)(gao)水平就业(ye)的办学方向(xiang),坚持职业(ye)教(jiao)育(yu)(yu)与普通教(jiao)育(yu)(yu)不(bu)同类型、同等重要的战略定位,着力夯实基础、补齐短(duan)板,着力深化改(gai)革、激发活力,加快构建纵(zong)向(xiang)贯(guan)通、横向(xiang)融通的中(zhong)国特色现代职业(ye)教(jiao)育(yu)(yu)体(ti)系,大幅提升新时(shi)(shi)代职业(ye)教(jiao)育(yu)(yu)现代化水平和服务能(neng)力,为(wei)促(cu)进(jin)经济社会持续发展和提高(gao)(gao)国家竞(jing)争力提供多(duo)层次高(gao)(gao)质量的技术技能(neng)人才支撑。

 

  (二)主要目标

 

  通(tong)过建(jian)设(she),职(zhi)业教(jiao)育与经济社(she)会发展需求对接更(geng)加(jia)(jia)紧密(mi)、同人(ren)民群众期待(dai)更(geng)加(jia)(jia)契合(he)、同我国(guo)综(zong)合(he)国(guo)力和国(guo)际地位更(geng)加(jia)(jia)匹配(pei),中国(guo)特色现代职(zhi)业教(jiao)育体系(xi)更(geng)加(jia)(jia)完(wan)备(bei)、制度更(geng)加(jia)(jia)健全、标准(zhun)更(geng)加(jia)(jia)完(wan)善、条件更(geng)加(jia)(jia)充足、评价更(geng)加(jia)(jia)科(ke)学。

 

  ——职(zhi)(zhi)业(ye)教育发展制度基本健全,职(zhi)(zhi)业(ye)学校层(ceng)次结(jie)构(gou)合理,分类考试招(zhao)生成为高职(zhi)(zhi)学校招(zhao)生的主渠道,职(zhi)(zhi)业(ye)教育国(guo)家“学分银行”投入运行。

 

  ——国务院有关(guan)部门协同配合、地方落实主责(ze)的职业教育工作机制更(geng)加顺畅,政府行业企(qi)业学校职责(ze)清(qing)晰、同向发力(li),政府统筹管理、社(she)会多元办学格局更(geng)加稳固。

 

  ——职(zhi)业(ye)教育(yu)与(yu)普通教育(yu)规模大体相当、相互融通,职(zhi)业(ye)学(xue)校办学(xue)定(ding)位清晰(xi),专业(ye)设置和人才供给结构不断(duan)优化,每年向社会输(shu)送数以千(qian)万(wan)计的高质(zhi)量技术技能人才。

 

  ——国家、省(sheng)、校三级职(zhi)业教(jiao)育标准体系(xi)逐(zhu)步完(wan)善,职(zhi)业学校教(jiao)学条件基本(ben)达标,评价体系(xi)更具职(zhi)教(jiao)特色,教(jiao)师(shi)、教(jiao)材、教(jiao)法改(gai)革全面深化。

 

  ——职(zhi)业(ye)学校办学水(shui)平、人(ren)才培(pei)养质量和就业(ye)质量整体提(ti)升,职(zhi)业(ye)教育的吸引力和社会认可度大(da)幅提(ti)高,有效支撑地方经济社会发展和国家重大(da)战略。

 

  (三)基本原则

 

  ——育(yu)人(ren)为(wei)本,质(zhi)量为(wei)先。加强党(dang)对职业教(jiao)育(yu)工作(zuo)的全面(mian)领导,推(tui)进(jin)新时代职业学(xue)(xue)校思想政治(zhi)工作(zuo)改革创(chuang)新。深化产教(jiao)融合(he)、校企(qi)合(he)作(zuo),强化工学(xue)(xue)结(jie)合(he)、知行合(he)一,健全德技并修(xiu)育(yu)人(ren)机制,完(wan)善(shan)多元共治(zhi)的质(zhi)量保证机制,推(tui)进(jin)职业教(jiao)育(yu)高质(zhi)量发展。

 

  ——固本强(qiang)基,综(zong)合改(gai)革。聚(ju)焦薄(bo)弱(ruo)环节,着力补短板(ban)、强(qiang)弱(ruo)项,夯实职(zhi)业(ye)(ye)教(jiao)育发展基础。系(xi)统推进体制机制、教(jiao)育教(jiao)学、评价体系(xi)改(gai)革,为(wei)职(zhi)业(ye)(ye)教(jiao)育发展注入(ru)新动力,激(ji)发职(zhi)业(ye)(ye)学校办(ban)学活力。

 

  ——标(biao)准(zhun)先(xian)行,试点突破。健全国(guo)家、省、校三级标(biao)准(zhun)体系,完(wan)善标(biao)准(zhun)落地的工作机制。以(yi)打造创新发展高地为抓手,推(tui)进关键改(gai)革,突破瓶(ping)颈(jing)制约,打造一(yi)批职业(ye)教育优质资源(yuan)和品牌(pai),带动职业(ye)教育大(da)改(gai)革大(da)发展。

 

  ——地方(fang)主责,协(xie)同推进。构建政府(fu)行(xing)业企(qi)业学校协(xie)同推进职业教育高质量发展(zhan)的新机(ji)制,强(qiang)化省级政府(fu)统筹,加强(qiang)计划(hua)执(zhi)行(xing)的过程管理(li)、检(jian)查验收和结果(guo)应用,确(que)保(bao)各项改革措(cuo)施取得实(shi)效。

 

  二、重点任务(wu)

 

  (一)落(luo)实立德(de)树人根本任(ren)务

 

  1.推动习近平新时(shi)代中(zhong)国特(te)色社会(hui)主义思想进(jin)教材进(jin)课(ke)堂进(jin)头脑

 

  以习(xi)(xi)近平新(xin)时(shi)代(dai)中国(guo)特色社(she)(she)会(hui)(hui)主(zhu)义思(si)想(xiang)特别(bie)是习(xi)(xi)近平总书记爱游戏app职(zhi)(zhi)(zhi)业(ye)教(jiao)育(yu)(yu)的重(zhong)要论(lun)述武装头脑、指导实(shi)践、推动(dong)工(gong)作。推进理想(xiang)信念教(jiao)育(yu)(yu)常态化、制度化,落实(shi)《新(xin)时(shi)代(dai)爱国(guo)主(zhu)义教(jiao)育(yu)(yu)实(shi)施纲(gang)要》和(he)(he)《新(xin)时(shi)代(dai)公民道德(de)建设(she)纲(gang)要》,加(jia)(jia)强党(dang)史、新(xin)中国(guo)史、改革开放史、社(she)(she)会(hui)(hui)主(zhu)义发展(zhan)史教(jiao)育(yu)(yu)和(he)(he)爱国(guo)主(zhu)义、集体(ti)主(zhu)义、社(she)(she)会(hui)(hui)主(zhu)义教(jiao)育(yu)(yu)。将劳动(dong)教(jiao)育(yu)(yu)纳(na)入(ru)职(zhi)(zhi)(zhi)业(ye)学校人(ren)才培养方案,设(she)立劳动(dong)教(jiao)育(yu)(yu)必修(xiu)课(ke)程(cheng),统(tong)筹勤工(gong)俭学、实(shi)习(xi)(xi)实(shi)训(xun)、社(she)(she)会(hui)(hui)实(shi)践、志愿服务(wu)等(deng)环节系统(tong)开展(zhan)劳动(dong)教(jiao)育(yu)(yu)。加(jia)(jia)强职(zhi)(zhi)(zhi)业(ye)道德(de)、职(zhi)(zhi)(zhi)业(ye)素养、职(zhi)(zhi)(zhi)业(ye)行为(wei)习(xi)(xi)惯(guan)培养,职(zhi)(zhi)(zhi)业(ye)精(jing)神(shen)、工(gong)匠(jiang)精(jing)神(shen)、劳模精(jing)神(shen)等(deng)专题教(jiao)育(yu)(yu)不少于16学时(shi)。加(jia)(jia)强艺术类公共基础必修(xiu)课(ke)程(cheng)建设(she),强化实(shi)践体(ti)验,促进学生(sheng)全面(mian)发展(zhan)。加(jia)(jia)强职(zhi)(zhi)(zhi)业(ye)教(jiao)育(yu)(yu)研(yan)究,加(jia)(jia)快构建中国(guo)特色职(zhi)(zhi)(zhi)业(ye)教(jiao)育(yu)(yu)的思(si)想(xiang)体(ti)系、话语体(ti)系、政策体(ti)系和(he)(he)实(shi)践体(ti)系。

 

  2.构(gou)建职业教(jiao)育“三全育人(ren)”新格局

 

  加强党委(wei)对(dui)学(xue)(xue)校思(si)想政(zheng)(zheng)治(zhi)工(gong)作(zuo)的(de)全(quan)面(mian)领(ling)导(dao)(dao),落实全(quan)员全(quan)过程(cheng)全(quan)方位育人(ren),引(yin)导(dao)(dao)职(zhi)(zhi)(zhi)业(ye)(ye)(ye)学(xue)(xue)校全(quan)面(mian)统筹(chou)各(ge)(ge)领(ling)域、各(ge)(ge)环节、各(ge)(ge)方面(mian)的(de)育人(ren)资源和(he)(he)育人(ren)力量,教(jiao)育引(yin)导(dao)(dao)青年(nian)学(xue)(xue)生增强爱党爱国意识,听(ting)党话(hua)、跟党走(zou)。引(yin)导(dao)(dao)专业(ye)(ye)(ye)课教(jiao)师加强课程(cheng)思(si)政(zheng)(zheng)建(jian)设,将思(si)政(zheng)(zheng)教(jiao)育全(quan)面(mian)融(rong)入(ru)人(ren)才培(pei)养方案(an)(an)和(he)(he)专业(ye)(ye)(ye)课程(cheng)。构(gou)建(jian)省校两级培(pei)训体系,建(jian)立辅导(dao)(dao)员职(zhi)(zhi)(zhi)务(wu)职(zhi)(zhi)(zhi)级“双线”晋升(sheng)通(tong)道(dao),推(tui)动辅导(dao)(dao)员专业(ye)(ye)(ye)化(hua)、职(zhi)(zhi)(zhi)业(ye)(ye)(ye)化(hua)发展(zhan)。加强中职(zhi)(zhi)(zhi)德育工(gong)作(zuo)队伍建(jian)设,办好中职(zhi)(zhi)(zhi)学(xue)(xue)校班主任(ren)业(ye)(ye)(ye)务(wu)能(neng)力比赛。鼓励从企(qi)业(ye)(ye)(ye)中聘请劳动模(mo)范、技术能(neng)手、大国工(gong)匠、道(dao)德楷模(mo)担任(ren)兼(jian)职(zhi)(zhi)(zhi)德育导(dao)(dao)师,建(jian)设一支阅历丰富(fu)、有亲和(he)(he)力、身正为范的(de)兼(jian)职(zhi)(zhi)(zhi)德育工(gong)作(zuo)队伍。将党建(jian)和(he)(he)思(si)想政(zheng)(zheng)治(zhi)工(gong)作(zuo)评价指标全(quan)面(mian)纳入(ru)学(xue)(xue)校事(shi)业(ye)(ye)(ye)发展(zhan)规划(hua)、专业(ye)(ye)(ye)质量评价、人(ren)才项(xiang)目评审、教(jiao)学(xue)(xue)科研成果评估等。到2023年(nian),培(pei)育200所左右(you)“三全(quan)育人(ren)”典型学(xue)(xue)校,培(pei)育遴选100个左右(you)名(ming)班主任(ren)工(gong)作(zuo)室(shi),遴选100个左右(you)德育特(te)色(se)案(an)(an)例。

 

  3.创(chuang)新职业(ye)学校(xiao)思想政治教(jiao)育(yu)模式

 

  加强中职(zhi)(zhi)(zhi)学(xue)(xue)校(xiao)(xiao)思(si)(si)想政(zheng)(zheng)治(zhi)、语文、历史和(he)高职(zhi)(zhi)(zhi)学(xue)(xue)校(xiao)(xiao)思(si)(si)想政(zheng)(zheng)治(zhi)理论(lun)课(ke)(ke)(ke)(ke)课(ke)(ke)(ke)(ke)程建(jian)(jian)设,开足开齐(qi)开好必修(xiu)课(ke)(ke)(ke)(ke)程,按照规定选(xuan)用国家统(tong)编(bian)教(jiao)材。高职(zhi)(zhi)(zhi)学(xue)(xue)校(xiao)(xiao)应当根据全日(ri)制(zhi)(zhi)在(zai)校(xiao)(xiao)生(sheng)(sheng)总(zong)数,严(yan)格(ge)按照师(shi)(shi)生(sheng)(sheng)比(bi)不(bu)低于1:350的比(bi)例(li)核(he)定专职(zhi)(zhi)(zhi)思(si)(si)政(zheng)(zheng)课(ke)(ke)(ke)(ke)教(jiao)师(shi)(shi)岗(gang)位(wei),中职(zhi)(zhi)(zhi)学(xue)(xue)校(xiao)(xiao)要加大专职(zhi)(zhi)(zhi)思(si)(si)政(zheng)(zheng)课(ke)(ke)(ke)(ke)教(jiao)师(shi)(shi)配备力(li)度。实(shi)施职(zhi)(zhi)(zhi)业(ye)学(xue)(xue)校(xiao)(xiao)党建(jian)(jian)和(he)思(si)(si)政(zheng)(zheng)工作(zuo)能力(li)提升(sheng)计划,开展德(de)育(yu)管(guan)理人员(yuan)、专职(zhi)(zhi)(zhi)思(si)(si)政(zheng)(zheng)课(ke)(ke)(ke)(ke)教(jiao)师(shi)(shi)培训(xun)。改(gai)革思(si)(si)政(zheng)(zheng)课(ke)(ke)(ke)(ke)教(jiao)师(shi)(shi)考核(he)办法,将政(zheng)(zheng)治(zhi)素质作(zuo)为教(jiao)师(shi)(shi)考核(he)第一标准。遵循职(zhi)(zhi)(zhi)业(ye)学(xue)(xue)校(xiao)(xiao)学(xue)(xue)生(sheng)(sheng)认知规律,开发遴选(xuan)学(xue)(xue)生(sheng)(sheng)喜(xi)闻乐见的课(ke)(ke)(ke)(ke)程资(zi)源(yuan),因地制(zhi)(zhi)宜(yi)实(shi)施情景式、案(an)例(li)式、活(huo)动式等(deng)教(jiao)法,建(jian)(jian)设学(xue)(xue)生(sheng)(sheng)真心喜(xi)爱、终生(sheng)(sheng)受益、体现职(zhi)(zhi)(zhi)业(ye)教(jiao)育(yu)特点(dian)的思(si)(si)政(zheng)(zheng)课(ke)(ke)(ke)(ke)程。持续(xu)开展职(zhi)(zhi)(zhi)业(ye)学(xue)(xue)校(xiao)(xiao)“文明风(feng)采”系列活(huo)动。充分挖掘和(he)利用地方、企业(ye)德(de)育(yu)教(jiao)育(yu)资(zi)源(yuan),鼓(gu)励引导校(xiao)(xiao)企共建(jian)(jian)德(de)育(yu)实(shi)践基地。到2023年,培训(xun)10000名左右(you)(you)德(de)育(yu)骨干管(guan)理人员(yuan)、思(si)(si)政(zheng)(zheng)课(ke)(ke)(ke)(ke)专任(ren)教(jiao)师(shi)(shi),遴选(xuan)100个左右(you)(you)思(si)(si)政(zheng)(zheng)课(ke)(ke)(ke)(ke)教(jiao)师(shi)(shi)研修(xiu)基地,分级培育(yu)遴选(xuan)1000个左右(you)(you)思(si)(si)想政(zheng)(zheng)治(zhi)课(ke)(ke)(ke)(ke)教(jiao)学(xue)(xue)创新团队、10000个左右(you)(you)思(si)(si)想政(zheng)(zheng)治(zhi)课(ke)(ke)(ke)(ke)示范课(ke)(ke)(ke)(ke)堂、10000个左右(you)(you)具有职(zhi)(zhi)(zhi)业(ye)教(jiao)育(yu)特点(dian)的课(ke)(ke)(ke)(ke)程思(si)(si)政(zheng)(zheng)教(jiao)育(yu)案(an)例(li)。

 

  (二)推进职业教育(yu)协调(diao)发展(zhan)

 

  4.强化中职教(jiao)育的基础性作用

  把发展专(zhuan)科(ke)高(gao)职(zhi)教育作(zuo)为优化高(gao)等(deng)教育结(jie)构(gou)和培(pei)养大国工(gong)匠(jiang)、能(neng)工(gong)巧匠(jiang)的(de)(de)(de)重(zhong)要方(fang)式,输送区域发展急需的(de)(de)(de)高(gao)素(su)质(zhi)技(ji)术(shu)(shu)技(ji)能(neng)人(ren)才。不(bu)限制专(zhuan)科(ke)高(gao)职(zhi)学(xue)校招(zhao)收中职(zhi)毕业(ye)生的(de)(de)(de)比例,适度扩(kuo)大专(zhuan)升(sheng)本招(zhao)生计(ji)划,为部分有意愿的(de)(de)(de)高(gao)职(zhi)(专(zhuan)科(ke))毕业(ye)生提供继续深(shen)造的(de)(de)(de)机会(hui)。推动各地落(luo)实(shi)职(zhi)业(ye)学(xue)校毕业(ye)生在落(luo)户(hu)、就(jiu)业(ye)、参加(jia)机关事业(ye)单位(wei)招(zhao)聘、职(zhi)称评审、职(zhi)级晋升(sheng)等(deng)方(fang)面与普通(tong)高(gao)校毕业(ye)生享受同等(deng)待遇。扎实(shi)推进(jin)中国特(te)色高(gao)水平(ping)(ping)高(gao)职(zhi)学(xue)校和专(zhuan)业(ye)建设(she)计(ji)划,加(jia)强绩(ji)效(xiao)考核与评价,建成一批高(gao)技(ji)能(neng)人(ren)才培(pei)养培(pei)训基地和技(ji)术(shu)(shu)技(ji)能(neng)创新(xin)平(ping)(ping)台。探(tan)索高(gao)职(zhi)专(zhuan)业(ye)认证。推进(jin)专(zhuan)科(ke)高(gao)职(zhi)学(xue)校高(gao)质(zhi)量发展,遴(lin)选300所左右(you)省(sheng)域高(gao)水平(ping)(ping)高(gao)职(zhi)学(xue)校和600个左右(you)高(gao)水平(ping)(ping)专(zhuan)业(ye)群。

  建立(li)健全(quan)省(sheng)级统(tong)筹(chou)的高(gao)(gao)(gao)职分(fen)类(lei)考(kao)试(shi)(shi)招(zhao)(zhao)生(sheng)(sheng)(sheng)制度。完(wan)善高(gao)(gao)(gao)职教育(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)计划分(fen)配和(he)考(kao)试(shi)(shi)招(zhao)(zhao)生(sheng)(sheng)(sheng)办(ban)法,每年春季省(sheng)级教育(yu)行政部门统(tong)一组织开展(zhan)以高(gao)(gao)(gao)职学(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng)为主(zhu)的分(fen)类(lei)考(kao)试(shi)(shi)。分(fen)类(lei)考(kao)试(shi)(shi)录取的学(xue)生(sheng)(sheng)(sheng)不(bu)再(zai)参加普通高(gao)(gao)(gao)考(kao)。保留高(gao)(gao)(gao)职学(xue)校通过普通高(gao)(gao)(gao)考(kao)招(zhao)(zhao)生(sheng)(sheng)(sheng)的渠(qu)道,保持分(fen)类(lei)考(kao)试(shi)(shi)招(zhao)(zhao)生(sheng)(sheng)(sheng)为高(gao)(gao)(gao)职学(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng)的主(zhu)渠(qu)道。

 

  14.规范职业(ye)教育考试(shi)招(zhao)生(sheng)形式

 

  鼓(gu)励中职(zhi)(zhi)(zhi)(zhi)毕(bi)业(ye)(ye)(ye)(ye)生(sheng)通过高(gao)(gao)职(zhi)(zhi)(zhi)(zhi)分(fen)类考试(shi)报考高(gao)(gao)职(zhi)(zhi)(zhi)(zhi)学校(xiao)(xiao)。推动各地将技(ji)工学校(xiao)(xiao)纳入职(zhi)(zhi)(zhi)(zhi)业(ye)(ye)(ye)(ye)教育统一招生(sheng)平台。鼓(gu)励退役军人(ren)、下岗职(zhi)(zhi)(zhi)(zhi)工、农民工和高(gao)(gao)素质农民等群体报考高(gao)(gao)职(zhi)(zhi)(zhi)(zhi)学校(xiao)(xiao),可免予文化(hua)素质考试(shi),只参加爱(ai)游(you)戏(xi)app的(de)(de)与报考专(zhuan)业(ye)(ye)(ye)(ye)相关的(de)(de)职(zhi)(zhi)(zhi)(zhi)业(ye)(ye)(ye)(ye)适应性(xing)测试(shi)或职(zhi)(zhi)(zhi)(zhi)业(ye)(ye)(ye)(ye)技(ji)能测试(shi)。逐步取消(xiao)现(xian)行(xing)的(de)(de)注册(ce)入学招生(sheng)。规范长学制(zhi)技(ji)术技(ji)能人(ren)才贯(guan)通培养,逐步取消(xiao)中职(zhi)(zhi)(zhi)(zhi)本科贯(guan)通,适度扩大(da)中职(zhi)(zhi)(zhi)(zhi)专(zhuan)科贯(guan)通,贯(guan)通专(zhuan)业(ye)(ye)(ye)(ye)以始(shi)读年龄(ling)小、培养周期长、技(ji)能要求高(gao)(gao)的(de)(de)专(zhuan)业(ye)(ye)(ye)(ye)为(wei)主。严格执行(xing)技(ji)能拔尖(jian)人(ren)才免试(shi)入学条(tiao)件。

 

  15.完(wan)善“文化素质+职业技能”评价(jia)方式(shi)

 

  完善高(gao)职分(fen)(fen)类考(kao)(kao)(kao)试(shi)内(nei)容(rong)(rong)和形式(shi)(shi),推进“文化素(su)质+职业技能”评(ping)价方(fang)式(shi)(shi),引导不同阶段教(jiao)育(yu)(yu)(yu)合(he)理分(fen)(fen)流、协(xie)调(diao)发(fa)展,为学(xue)(xue)生接(jie)受高(gao)职教(jiao)育(yu)(yu)(yu)提供(gong)多种(zhong)入学(xue)(xue)方(fang)式(shi)(shi)。文化素(su)质考(kao)(kao)(kao)试(shi)由省(sheng)级教(jiao)育(yu)(yu)(yu)行(xing)政部门根据《中等职业学(xue)(xue)校(xiao)公共基础课课程(cheng)标准》统一组织。职业技能测试(shi)分(fen)(fen)值(zhi)(zhi)不低(di)于总分(fen)(fen)值(zhi)(zhi)的50%,考(kao)(kao)(kao)试(shi)形式(shi)(shi)以操作考(kao)(kao)(kao)试(shi)为主,须充分(fen)(fen)体现岗位技能、通(tong)用(yong)技术等内(nei)容(rong)(rong)。省(sheng)级教(jiao)育(yu)(yu)(yu)行(xing)政部门按(an)照专业大类统一制定职业适应性测试(shi)标准、规定测试(shi)方(fang)式(shi)(shi)。支持有条件的省(sheng)份(fen)建立中职学(xue)(xue)生学(xue)(xue)业水平测试(shi)制度。鼓励高(gao)职学(xue)(xue)校(xiao)与产教(jiao)融(rong)合(he)型(xing)企(qi)业联合(he)招生。

  完善(shan)职业教(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)规划、编写、审核、选用(yong)使用(yong)、评价监管机制。加(jia)强意识(shi)形(xing)态(tai)属(shu)性(xing)较(jiao)强的(de)(de)(de)(de)(de)哲学(xue)社(she)会科学(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)建(jian)(jian)(jian)设(she),纳(na)入(ru)马克思(si)主义理论研(yan)究(jiu)和建(jian)(jian)(jian)设(she)工(gong)(gong)程(cheng)重点(dian)建(jian)(jian)(jian)设(she),做好(hao)教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)统一(yi)使用(yong)工(gong)(gong)作(zuo)。对接(jie)主流生(sheng)产(chan)技术(shu),注重吸收行业发(fa)展的(de)(de)(de)(de)(de)新(xin)知识(shi)、新(xin)技术(shu)、新(xin)工(gong)(gong)艺、新(xin)方(fang)(fang)法,校(xiao)企(qi)合(he)(he)作(zuo)开(kai)(kai)发(fa)专(zhuan)业课教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)。建(jian)(jian)(jian)立(li)健全三年(nian)(nian)大修订、每年(nian)(nian)小修订的(de)(de)(de)(de)(de)教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)动态(tai)更新(xin)调整机制。根据职业学(xue)校(xiao)学(xue)生(sheng)特点(dian)创新(xin)教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)形(xing)态(tai),推(tui)行科学(xue)严谨、深入(ru)浅出(chu)、图文并茂、形(xing)式多样的(de)(de)(de)(de)(de)活页式、工(gong)(gong)作(zuo)手册式、融媒体教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)。实(shi)行教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)分(fen)层规划制度(du),引导地(di)方(fang)(fang)建(jian)(jian)(jian)设(she)国家(jia)规划教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)领域以外的(de)(de)(de)(de)(de)区域特色教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai),在(zai)国家(jia)和省(sheng)级规划教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)不能满足(zu)的(de)(de)(de)(de)(de)情况下,鼓(gu)励(li)职业学(xue)校(xiao)编写反映自身特色的(de)(de)(de)(de)(de)校(xiao)本(ben)专(zhuan)业教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)。编写并用(yong)好(hao)中职思(si)想政治、语(yu)文和历(li)史(shi)统编教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)。健全教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)的(de)(de)(de)(de)(de)分(fen)类审核、抽查和退出(chu)制度(du)。到2023年(nian)(nian),遴选10000种左右校(xiao)企(qi)双元合(he)(he)作(zuo)开(kai)(kai)发(fa)的(de)(de)(de)(de)(de)职业教(jiao)(jiao)(jiao)(jiao)(jiao)育规划教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai),国家(jia)、省(sheng)两级抽查教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)的(de)(de)(de)(de)(de)比例(li)合(he)(he)计不低于50%,职业学(xue)校(xiao)专(zhuan)业课程(cheng)全部使用(yong)新(xin)近(jin)更新(xin)的(de)(de)(de)(de)(de)教(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)(cai)(cai)。

 

  21.提升职业教(jiao)育专业和课程教(jiao)学质量

 

  推动依据国家战略和区(qu)域产(chan)业(ye)(ye)(ye)发(fa)展(zhan)需求、专(zhuan)业(ye)(ye)(ye)建(jian)设水(shui)平、就(jiu)业(ye)(ye)(ye)质(zhi)量等(deng)合理规(gui)划引导(dao)专(zhuan)业(ye)(ye)(ye)设置,建(jian)立(li)退出机制。规(gui)范人才培养方案研制发(fa)布(bu)程(cheng)序,建(jian)立(li)职业(ye)(ye)(ye)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)校人才培养方案公开制度,为(wei)行业(ye)(ye)(ye)指(zhi)导(dao)、企业(ye)(ye)(ye)选(xuan)择、学(xue)(xue)(xue)(xue)(xue)(xue)(xue)生学(xue)(xue)(xue)(xue)(xue)(xue)(xue)习(xi)、同(tong)行交流、社会(hui)监督提供便利。加(jia)强课(ke)堂(tang)(tang)教(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)日常(chang)管理,规(gui)范教(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)秩序。推动职业(ye)(ye)(ye)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)校“课(ke)堂(tang)(tang)革命”,适应生源多(duo)样化特点,将课(ke)程(cheng)教(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)改(gai)革推向纵深。加(jia)强实(shi)(shi)践性(xing)教(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue),实(shi)(shi)践性(xing)教(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)时原则上占总学(xue)(xue)(xue)(xue)(xue)(xue)(xue)时数50%以(yi)上,积极推行认知实(shi)(shi)习(xi)、跟岗(gang)实(shi)(shi)习(xi)、顶岗(gang)实(shi)(shi)习(xi)等(deng)多(duo)种实(shi)(shi)习(xi)方式(shi),可(ke)根(gen)据专(zhuan)业(ye)(ye)(ye)实(shi)(shi)际集中或分(fen)阶(jie)段安排。完(wan)善以(yi)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)习(xi)者(zhe)为(wei)中心(xin)的(de)专(zhuan)业(ye)(ye)(ye)和课(ke)程(cheng)教(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)评(ping)价体系,强化实(shi)(shi)习(xi)实(shi)(shi)训考核(he)评(ping)价。鼓励教(jiao)(jiao)(jiao)师团队对(dui)接(jie)职业(ye)(ye)(ye)标准和工作过程(cheng),探索分(fen)工协作的(de)模块化教(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)组织方式(shi)。建(jian)立(li)健全国家、省(sheng)、校三(san)级教(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)能力比(bi)赛(sai)机制。遴选(xuan)1000个左(zuo)右职业(ye)(ye)(ye)教(jiao)(jiao)(jiao)育“课(ke)堂(tang)(tang)革命”典型案例,职业(ye)(ye)(ye)教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)成果奖评(ping)选(xuan)向课(ke)堂(tang)(tang)教(jiao)(jiao)(jiao)学(xue)(xue)(xue)(xue)(xue)(xue)(xue)改(gai)革倾(qing)斜(xie)。

  国家(jia)、省、市(shi)(shi)三级推动(dong),建(jian)设(she)10个左(zuo)右国家(jia)职业(ye)教育(yu)改革市(shi)(shi)域试点(dian)。支持地(di)市(shi)(shi)政府把握功(gong)能区定(ding)位,加强(qiang)市(shi)(shi)场化资源配置,在职业(ye)教育(yu)服务城市(shi)(shi)文(wen)明、服务城市(shi)(shi)创新、服务民生(sheng)需(xu)求、服务绿色发展等领(ling)域重点(dian)突破、先行示范,率先建(jian)成与城市(shi)(shi)经济和民生(sheng)相适应的现代职业(ye)教育(yu)体系,开(kai)创职业(ye)教育(yu)开(kai)放办学新格局,形成一批基层(ceng)首创的改革经验。

  新增教育(yu)经费要向(xiang)职(zhi)业(ye)(ye)教育(yu)倾(qing)斜(xie),逐步建立与办(ban)学(xue)(xue)规模、培(pei)养(yang)成(cheng)本(ben)、办(ban)学(xue)(xue)质量相适应的(de)财政投(tou)入制(zhi)度,进一(yi)步完善职(zhi)业(ye)(ye)学(xue)(xue)校(xiao)生(sheng)均(jun)拨款(kuan)制(zhi)度,合理确(que)定生(sheng)均(jun)财政拨款(kuan)水平。支持地方(fang)将职(zhi)业(ye)(ye)教育(yu)纳入地方(fang)政府(fu)专项债券资金(jin)支持范围。鼓励社会力量兴办(ban)职(zhi)业(ye)(ye)教育(yu),健全成(cheng)本(ben)分担(dan)机(ji)制(zhi),落实举办(ban)者的(de)投(tou)入责任,拓(tuo)宽(kuan)经费来(lai)源渠道。各地可(ke)通(tong)过购买服务、助学(xue)(xue)贷款(kuan)、奖助学(xue)(xue)金(jin)等方(fang)式对民办(ban)职(zhi)业(ye)(ye)学(xue)(xue)校(xiao)予以扶(fu)持。

  国(guo)(guo)务院职(zhi)(zhi)业(ye)(ye)教(jiao)育(yu)(yu)工(gong)(gong)作(zuo)部(bu)(bu)(bu)际联席会议(yi)加强(qiang)对“行动计(ji)划(hua)”实(shi)施(shi)工(gong)(gong)作(zuo)的(de)(de)指导,教(jiao)育(yu)(yu)部(bu)(bu)(bu)负(fu)责(ze)(ze)实(shi)施(shi)工(gong)(gong)作(zuo)的(de)(de)统(tong)筹协调,国(guo)(guo)务院相关(guan)部(bu)(bu)(bu)门(men)在职(zhi)(zhi)责(ze)(ze)分工(gong)(gong)范围内(nei)落(luo)实(shi)相应任务。完善国(guo)(guo)家职(zhi)(zhi)业(ye)(ye)教(jiao)育(yu)(yu)指导咨询委(wei)员会工(gong)(gong)作(zuo)机(ji)制(zhi),进一步提高政府科学化决策的(de)(de)水平。国(guo)(guo)务院相关(guan)部(bu)(bu)(bu)门(men)建立“行动计(ji)划(hua)”执行情(qing)况检查通报制(zhi)度。各(ge)地(di)(di)有关(guan)部(bu)(bu)(bu)门(men)积极承接(jie)任务项目、制(zhi)定工(gong)(gong)作(zuo)方案、协调支持(chi)经(jing)费、加大政策供给,将“行动计(ji)划(hua)”与“十四五”事业(ye)(ye)发(fa)展同规划(hua)、同部(bu)(bu)(bu)署、同考核(he),确保改(gai)革(ge)发(fa)展任务落(luo)地(di)(di)。 “行动计(ji)划(hua)”执行情(qing)况作(zuo)为(wei)省级(ji)政府履(lv)行教(jiao)育(yu)(yu)职(zhi)(zhi)责(ze)(ze)的(de)(de)重(zhong)(zhong)要(yao)内(nei)容。各(ge)地(di)(di)实(shi)施(shi)成效作(zuo)为(wei)国(guo)(guo)家新(xin)一轮重(zhong)(zhong)大改(gai)革(ge)试(shi)点项目遴选的(de)(de)重(zhong)(zhong)要(yao)依据。

 

  (四)营造良好发(fa)展氛围(wei)

 

  加快推(tui)进(jin)修订和(he)落实《中华人民共和(he)国(guo)职(zhi)业(ye)(ye)教(jiao)(jiao)育法》,鼓励地方(fang)因(yin)地制宜制定(ding)和(he)颁布(bu)促进(jin)职(zhi)业(ye)(ye)教(jiao)(jiao)育发(fa)展(zhan)(zhan)的(de)地方(fang)性法规。办好(hao)(hao)全国(guo)职(zhi)业(ye)(ye)院校(xiao)(xiao)(xiao)(xiao)技能(neng)大赛,发(fa)挥以赛促教(jiao)(jiao)促学(xue)(xue)(xue)的(de)引(yin)领作用。办好(hao)(hao)职(zhi)业(ye)(ye)教(jiao)(jiao)育活(huo)(huo)动(dong)周和(he)世界(jie)青年(nian)技能(neng)日宣传活(huo)(huo)动(dong),深(shen)入开展(zhan)(zhan)“大国(guo)工匠进(jin)校(xiao)(xiao)(xiao)(xiao)园”“劳模进(jin)校(xiao)(xiao)(xiao)(xiao)园”“优秀职(zhi)校(xiao)(xiao)(xiao)(xiao)生(sheng)校(xiao)(xiao)(xiao)(xiao)园分享”等(deng)活(huo)(huo)动(dong)。办好(hao)(hao)全民终(zhong)身学(xue)(xue)(xue)习活(huo)(huo)动(dong)周,开展(zhan)(zhan)“百姓学(xue)(xue)(xue)习之星”和(he)“终(zhong)身学(xue)(xue)(xue)习品牌项目”等(deng)认定(ding)、宣传和(he)展(zhan)(zhan)示活(huo)(huo)动(dong)。加强中央(yang)和(he)地方(fang)主流(liu)媒(mei)体(ti)、新(xin)兴(xing)媒(mei)体(ti)对(dui)职(zhi)业(ye)(ye)教(jiao)(jiao)育的(de)宣传力度,打造一批形式多样的(de)职(zhi)业(ye)(ye)教(jiao)(jiao)育宣传品牌。鼓励职(zhi)业(ye)(ye)学(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)建好(hao)(hao)用好(hao)(hao)新(xin)型宣传平台,讲好(hao)(hao)身边的(de)职(zhi)教(jiao)(jiao)故事。常态化开展(zhan)(zhan)职(zhi)业(ye)(ye)学(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)校(xiao)(xiao)(xiao)(xiao)园开放(fang)、企业(ye)(ye)开放(fang)日、面向中小(xiao)学(xue)(xue)(xue)生(sheng)的(de)职(zhi)业(ye)(ye)体(ti)验(yan)、面向社会(hui)的(de)便民服务、职(zhi)教(jiao)(jiao)成果展(zhan)(zhan)示等(deng)宣传展(zhan)(zhan)示及(ji)服务活(huo)(huo)动(dong),提(ti)升职(zhi)业(ye)(ye)教(jiao)(jiao)育的(de)影响(xiang)力和(he)美誉度。
